On the 3rd July,
the Energy Committee of the Iraqi Parliament commenced special expert hearing
session on INOC draft law. In addition to the members of the Committee other
parliamentarians, senior government officials and many others were invited to
attend the session.
Mr Jiyad.
was formally informed that two documents were attached to the personal
invitations for the hearing: The draft of INOC law and my article entitled
“INOC law: Shaky Premises and Doubtful Prospect”, which was published by
MEES on 16 May 2011 (Also posted on this website.)
Moreover, he was asked
to provide the Energy Committee with further comments on the law. Accordingly,
he prepared a posted to the Committee thorough and comprehensive assessment of
the law by analyzing it article-by-article. As he was unable to attend
personally, his assessment was referred to during the hearing as resource
document, together with other views presented in absentia.
